The Ministry of Internal Affairs of Russia has developed a procedure for using the vehicle inspection system, which will start working on March 1, 2021. The corresponding draft order of the department was published on December 28 on the state portal of legal information.
We are talking about EAISTO - a unified automated information system for technical inspection of vehicles. It is intended to tighten control over the conduct of technical inspection, this is part of a large reform of the maintenance system, starting on March 1, 2021. The main goal of the reform is to eradicate the practice of selling diagnostic cards without car checks.
"To approve the instruction on the operation of the unified automated information system for the technical inspection of vehicles, the schedule for the commissioning of the unified automated information system for the technical inspection of vehicles," the document says.
As follows from the order, the system will operate around the clock, and all information about vehicle inspection will be stored in electronic form. Access is allowed to employees of the State Traffic Inspectorate at the federal and regional levels. The insurers will not have access to the system.
In addition to this, a secure exchange of information with the professional association of insurers will begin. The vehicle diagnostic card number or one of the vehicle details, body number or chassis number will be used as an identifier for information about the results of the technical inspection.
All cars arriving for inspection will be photographed twice - at the beginning and end of the inspection. EAISTO will save the images and issue them at the request of the regulatory authorities. Diagnostic cards, which will become electronic from March next year, will be signed with an enhanced qualified electronic signature of an expert - without it, a document in EAISTO will not be formed.
In fact, EAISTO has been operating since 2012 (this is required by the current maintenance law), but only in an experimental mode. They tried to launch the system six times and never did it to the end - there are many vulnerabilities in it: attackers stole access and generated fake diagnostic cards.
In 2020 alone, 80 million rubles were invested in the modernization of EAISTO.
