The traffic police intend to strengthen control over the quality of training in driving schools. The department has developed a draft government decree, according to which it will be able to publish in the public domain a quarterly report on the proportion of driving school graduates who passed exams on the first attempt or did not pass at all (separately in theory and practice), as well as the number of deaths and injuries in road accidents due to the fault of experienced drivers up to two years, with information about the place of study.

Regional traffic police departments on their own initiative and today publish reports on the results of the work of some driving schools, but this happens rather unsystematically and irregularly. Now it is proposed to compulsorily maintain and post such statistics. The developers of the decree suggest that the new rules will increase control over the activities of educational organizations.

According to Kommersant, information on the quality of the work of driving schools will be used, among other things, by the licensing authorities during inspections. It should be reminded that permits for driving schools are issued by regional departments or ministries of education. Information about a large proportion of graduates who got into road accidents may become the basis for an unscheduled check. Plus, those who want to get a driver's license will be able to more carefully select a driving school.

It is very difficult to establish a connection between the cause of an accident and the quality of training at a driving school, therefore the traffic police initiative is biased, said Tatyana Shutyleva, president of the Interregional Association of Driving Schools. “Most of the violations that lead to accidents with serious consequences are committed deliberately. A person understands perfectly well that it is impossible to exceed the speed, he was taught this, but it still exceeds, ”the Kommersant newspaper quoted Shutylyova's expert opinion.

The head of the Association of Driving Schools of St. Petersburg and the Leningrad Region, Alexander Salnikov, has a different opinion: the published data can be useful for students in the selection of driving schools, educational institutions with good indicators will be able to use this for advertising purposes.

The draft resolution has not yet been adopted and is undergoing public discussion at regulation.gov.ru.
