Fines for unpaid travel on toll roads will take effect in Russia from January 9, 2021. For cars, the amount will be 1.5 thousand rubles, for trucks and buses - 5 thousand rubles. Russian President Vladimir Putin signed the corresponding amendments to the Administrative Code on December 30, 2020.

The penalty is canceled if the car owner has closed the debt to the operator within 20 days.

According to Kommersant, the new punishment is relevant given the introduction of the free-flow system (barrier-free passage) used on the Central Ring Road (TsKAD) in the Moscow Region: money is debited from the car owner's account on the go. If a citizen does not have a contactless transponder or funds on it, then debt accumulates. Without amendments to the Administrative Code, the state-owned company Avtodor can collect debts for travel from car owners only through the courts.

The first sections of the Central Ring Road were opened in November 2020 - they connect the M11 and M7 highways, as well as the M7 and M4. The fare on the new roads is 2.5-5 rubles per kilometer, but until January 11, 2021, they work in a free mode.
