From February 1, 2021, the life of tuning enthusiasts will become more difficult in Russia: from this date it is impossible to obtain permission to make changes to the design if the conclusion of the test center and the verification protocol are not in the special register. Plus, remote examination is prohibited on the photographs provided by the car owner.

The corresponding amendments to the technical regulation "On the safety of wheeled vehicles" were adopted back in April 2019 - Decree of the Government of the Russian Federation of April 6, 2019 No. 413. New rules for checking changes in the design are spelled out in GOST 33670 "Single automobile vehicles. Examination and Test Methods for Conformity Assessment ", they were originally supposed to come into force on July 1, 2019. However, they were postponed to July 1, 2020, then to February 1, 2021.

The main part of the Decree of the Government of the Russian Federation of April 6, 2019 No. 413 entered into force on June 1, 2019. She fixed the already existing and applied multi-stage mechanism and the procedure for obtaining permission from the State Traffic Inspectorate to make changes to the design and certificates of compliance with safety requirements, and also determined the grounds for refusing to issue such documents.

From February 1, 2021, clauses containing the requirement for the conclusion of the test center and the verification protocol will come into force.
