The decision on a phased increase in excise taxes over several years was made back in 2018, but was soon frozen, as it was then considered one of the reasons for the sharp rise in prices for gasoline and diesel fuel. Since 2019, in order to smooth out fluctuations in the cost of fuel in the domestic market, a damper mechanism has been launched, which allows keeping price changes at a given level. This allowed the Cabinet of Ministers to return to the idea of a phased increase in excise taxes. To keep gasoline from rising in price faster than inflation, the federal government plans to use a damper mechanism. The essence of his work is that at high oil prices, refineries receive compensation, and at very low prices, on the contrary, they must pay the state super-profits.
Funds from the collection of excise taxes on motor fuels and oils are directed to road construction, including bridges and overpasses. It is expected that revenues in 2021 will amount to more than 0.8 trillion rubles. Up to 75% of the fees are allocated to the regional budgets. At the same time, according to the approved federal budget for 2021 and the planned period of 2022-2023, 77.7% of the funds received will be distributed to the road funds of the regions of the Russian Federation, and 23.3% will be transferred to the implementation of the Safe and High-Quality Roads National Project.
According to Rosstat, as of early December 2020, the average retail prices for gasoline of the most popular brands - AI-92 and AI-95 in Russia were 43.27 rubles / l and 46.95 rubles / l, respectively. Diesel fuel was sold at the price of 48.54 rubles/liter at the beginning of the month. During the year, gasoline rose in price by 2.4%, diesel fuel - by 2.1%.
